The earliest surviving clear use of the name as a geographical term dates to the 5th century BCE. The Greek historian Herodotus wrote about a region between Phoenicia and Egypt that he called Palaistinē. He probably did not invent the name, but recorded an existing term in Greek. Roman and Byzantine administrations were among those that continued to use the name in later centuries.

The Arabic form Filastin or Falastin – فلسطين has been documented since the early Islamic period. Under the Umayyad and Abbasid caliphates, an administrative district called Jund Filastin existed, with Ramla serving for a time as its political center.

From 1516 until the First World War, Palestine formed part of the Ottoman Empire. It was not organized as one province within today’s borders. Jerusalem was administered as a separate district reporting directly to Istanbul, while areas including Nablus and Acre were at times connected to the province of Beirut. Municipal councils, village structures, religious communities, and local civic institutions also shaped everyday life.

After Ottoman rule ended, Britain governed the country under a League of Nations mandate. Contemporary estimates recorded around 1.85 million inhabitants at the end of 1946: approximately 1.2 million Arabs, 608,000 Jews, and about 35,000 other residents. They lived in cities, villages, and Bedouin communities; worked in agriculture, crafts, ports, commerce, education, and the professions; and organized through municipalities, trade unions, political parties, associations, and a lively press. Before the establishment of Israel, Palestine was not an empty land but an established and diverse society.
